Strengthening Water Security in the British Virgin Islands

Volunteer Expertise Making a Lasting Impact

In mid-April 2025, Operators Without Borders (OWB) was contacted by the Minister for Communications and Works, Hon. Kye Rymer, to assist with addressing non-revenue water challenges and aging water infrastructure in the British Virgin Islands (BVI).

In response, OWB deployed a specialized technical team to the main island of Tortola in June 2025. The team included seasoned OWB volunteers Rhonda Harris, Marcel Misuraca, and Mike Hewitt, bringing more than 100 years of combined operational experience to the engagement.

The mission focused on practical, operator-driven solutions to strengthen system reliability, improve efficiency, and support long-term water security for BVI communities.

What OWB Delivered

Infrastructure Assessment
The team conducted inspections of reservoirs, pump stations, and pipelines to evaluate system condition, performance, and operational risks.

Technical Training
Carl Yates and Terry Bender delivered virtual instruction to local staff, focusing on pressure management strategies and District Metered Area (DMA) setup to support non-revenue water reduction.

Public Engagement
OWB participated in a press conference alongside government and utility leadership to address community concerns and improve transparency around water system challenges and improvement efforts.

Action Plan Development
The team produced a phased improvement strategy with clear, costed recommendations designed to support achievable upgrades and informed investment planning.

SOP Development Commitment
OWB committed to a return visit to work directly with utility staff to co-develop standard operating procedures tailored to local systems and operational realities.

Impact

OWB identified opportunities to strengthen infrastructure, optimize pressure management, and enhance asset oversight across the BVI water system. The operator-focused recommendations are now informing targeted repairs, system digitization, and improved public communication.

These efforts are helping utilities move toward more resilient operations while building local capacity and confidence in water service delivery.

Collaboration and Community

As part of the engagement, OWB participated in a press conference with government and utility leaders, including the Minister for Health and Development, the Minister for Communications and Works, senior ministry officials, and the Acting Director of the Water and Sewage Department. Field inspections were also conducted alongside local operators to support direct knowledge exchange and shared understanding of system conditions.
